It was reported on CNBC (just after New Year's) that they would be laying off 1000 in the Corporate area.......

as to my own personal theory......I am thinking that they are wanting to keep that money 'in-store' as opposed to sending actual checks......

Walgreens is a publicly traded company who answers to stockholders to make dividends.

I speculate the company is moving into the 21st century.

That they somehow aren't able to track returns doesn't make any sense with the technology we have today. If they put in a place, say, a firm 30 day return policy and then slow down the rebate process by 30 days from the last day of the month they would be able to tell if any items have been returned. That may mean a little more "investment" for us to float the first month through if our Wags gift card balances don't have enough to cover the next month's items we want to buy... but the program would still be in place.
