Personally, I wouldn't use it on this deal. The Target store Qs, in essence, reduce Target's selling price of the product. If you check your Target receipts when you use a Target Q, you can see that the price of the product as it prints on the receipt is actually the "lowered" price once you use the Q. On this deal, you are being charged 74 cents for Excedrin once they apply the $3 TQ (price of 20-count Excedrin Extra Strength at my store is $3.74). The cashier may only give you the add'l 74 cents of value on the Q. You are probably better off using the $3 TQ with the 75 cents MQ or $1 MQ from some of the recent coupon inserts - you'll still get free product. I would save the free product Q for another use, rather than risk losing the full value of it.
I find that the cashiers at Target are very inconsistent in how they handle Qs, especially when the item will wind up being free. Sometimes you get overage, sometimes they lower the value of your Q, other times they refuse your Qs altogether. That's why I would hesitate on using your high-value Q on this particular deal.
There are other ways to maximize the use of your free product coupon. Sometimes I'll use them to help me get to a minimum spending threshold required for other deals. For example, the $4/$20, $5/$25 deals at CVS. If you aren't spending enough on the items you are purchasing to reach the threshold, the free product Qs can help get you there without spending any add'l OOP. Or maybe a good ECB, RR, or UP deal will come along where your coupon will turn it into a MM.
