Default Coupon Wall at local store

I was on the hunt for the ellusive Huggies Wipes. NO go but rainchecks are fine with me.

I encountered a mounth opening situation: I was waiting for a "supervisor" to write my raincheck (eyeroll) I noticed P&G coupons hanging from a window near the register. I lean closer to notice the board say, COUPON WALL: use these coupons for items on sale this week. My eyes almost popped out of my head, FREE COUPONS- ALREADY CUT & READY TO USE!!! but to my disgust I noticed on the other side of the register a rollaway cart FULL of the current Sunday papers, half cut inserts, scissors and tape. WHAT???!!!?? the cashier was TAKING the inserts OUT of the papers to match them with sale items and tape them on the coupon wall!!!!!!!(there was 1 paper left on the paperstand for purchase)

OMG! I almost asked to buy a paper to see if I got one w/out coupons to see what kind of explanation I got. I chose to walk away, I dont think I will be returning to this Walgreens.

    What's your opinion?

Coudn't they be reported?? They are selling incomplete newspapers on purpose, that would be the same situation as the inserts being stolen except the store is doing it (the stealing). I can't get my head around the "why", doesn't the store lose money when not all papers are sold and they try to send them back to receive money for them?? That, among all the other reasons that is wrong in this situation, will cost them in the future.

Ethically, I wouldn't shop there either after that.

I am guessing it is misguided effort on the stores part to help their customers by saving them money on products. Another way they could help would be a donation bin for legit coupons. Maybe someone just needs to give them a heads up!

Maybe these were coupon inserts left by people who buy the paper for reading purposes and don't use the coupons. Or they maybe someone who works there gets a lot of free inserts and bring them in to share with the public. I might be missing something but I am not sure that they are doing anything wrong? There are people on here who get 100-200+ inserts and share them. Not sure that it is different if a store shares as long as they get them legally.

If they are receiving the coupons legally and not taking them out of unsold newspapers that would be fine. But, from what I understand from her post they were still selling the newspapers after taking out the inserts.

I don't know about this situation. I only know about how things work at our paper. When outlying stores need to return papers for credit here, they cut off the front page header & send only that back. The rest of the paper is theirs to do with as they please. Technically they are meant to throw them away, but what's to stop them from cutting to Qs to share w/ their customers? If it were my store, and I were allowed to do this, I would defiantly wait until closing time on Sunday, but some people know their customer base & know that they won't sell a paper after a specific time of day.

I would have questioned the wall, though.

Do they sell the Sunday paper all week? What time of the day was it? Is it possible that they thought they were done selling the paper for the day and they were just taking out the coupons to help out their customers before throwing the rest away. I know it varies by area, but in my area, most of the stores don't sell them all week and they don't return them to the distributor, they just throw them away Sunday night before they close.

There is a Walgreens near me that the manager BUYS a certain amount of papers every week and the cashiers will then offer a customer a coupon for something they may be buying if they have any available. I thought it was a very nice idea when the cashier explained it to me but she made sure to tell me the manager bought the papers for this purpose.
