expired coupons for military familys over seas

Ok, so I'm new to this site and although I've used coupons for a while, I'm new to the lingo and such. I'm not sure I understand how the expired coupons can help? Can you explain a little more for us newbies?

At military bases overseas, they accept coupons that are expired - up to 6 mos after the expiration date.

commissaries overseas allow customers (military, dependants & government contractors) to use expired coupons. When I lived overseas it was SUCH a help to be able to get them, which was rare and oh so needed! Military pay is horrible, trust me!

Is anyone still collecting expired coupons? I have an envelope I just started to fill up with expired ones. I don't know who to send them too. And do they need to be sorted?
