In a nutshell, an amount of $ you have designated is taken out of your paycheck pre-tax. It can then be used to pay for medical services, prescriptions, o-t-c drugs, etc. Many FSA programs give you a debit card to use for these expenses while other programs reimburse you after receipts are submitted. It's a use it or lose it program though so don't take out more than you'd expect to use by December 31.

It means something you bought qualified for FSA funds. So if you have an FSA account you could claim that dollar amount to be refunded to you from your FSA funds and your FSA fund usually requires the receipt to show proof of a qualifying purchase.
I saw that too last week when I bought something.
If you don't have an FSA account, then it's useless to you

Those three words bring back so many bad memories. My boss always waited until the last day to submit his and guess who had to push oodles of receipt copies through the fax machine at 3 pm on the eve of the deadline. And get everything to the post office before C.O.B. Yep, yours truly.

Be prepared to keep every single receipt too if you have one of those. My husband has a flex spending account as part of his company benefits. They will question 'purchases' from time to time, even if it's a co-pay and you have to have proof of what it was used for.
