It's probably a YMMV situation. Take your receipt from the first store with you, that will give you proof of what you paid at the other CVS location. A flexible manager just might match the price.

WAGS used to be the same, but lately they've also had orange clearance tags all through the store and I've noticed that several people have mentioned getting the same items in different stores. So apparently they're a lot more consistent.

One thing I noticed about both CVS and Wags is that the shelf tags or product price tags often don't keep up with further reductions in price. So if you see something on CVS clearance that you like, scan it and you might be pleasantly surprised to see it scan even lower. This often happens at our CVS stores. I'll see clearance tags in some CVS stores, but no more product on the shelf. Go to another CVS store and plenty of product but no clearance price markings. Scan the item and it is often on clearance. Same thing at Wags. I'll see clearance at some Wags or read about a clearance deal on the forum. Check a Wags store and it looks like it is regular price. I take it up to the register for a price check. Of course, the clerks grumble about having to do the price check - they look at the price tag and then tersely tell me the price is as marked. Smile a lot and ask them to please check it for you. Love the look on their face when it scans at 50% or 75% off! I sure do wish Wags had a self-scanner. I'd check a lot more products, and wouldn't need to bother the clerks.
