use of milk & cheese Q's Question

I cam accross some milk & cheese Q's on Coupons.com they are for $ off any brand milk or cheese. the Q states (Valid in the states of ID and UT and at PARTICIPATING retailers)

So the question is can i use them??? it does state at participating retailers.

If you don't live in ID or UT, I would say no. Yes, it says at participating retailers, but it also says AND after the states. I know there are certain states that have rules about coupons and sales regarding dairy products.

I live in Idaho and the coupons are put out by the local dairy council(Mountain Dairy, Idaho) (Cream of Weber, Ut). They will not reimburse the stores if they are not used in these states it is there way of trying to promote local dairy farmers.

There are coupons online for 55 cents off any cheese, milk or butter that has the logo "made in California".
I am not sure if they sell these outside of the state of California but if they do, they might be helpful.
