I am not in your area, but usually the highest circulated paper has the best coupons. If you aren't sure, I would just buy a few different papers and compare coupons. I don't subscribe to the paper, I just buy what I want each week.
As far as IP's, I know Walmart usually takes them. At least I haven't had any troubles recently.
